A practical compliance guide for children's art brands, importers and OEM sourcing teams.

When sourcing children's crayons from China, international buyers frequently ask two questions: “Do your crayons have EN71 test reports?” and “Can you supply products that meet ASTM F963 requirements?”

Both matter, but EN71 and ASTM F963 serve different markets, and the documents required depend on the final product, intended use, age group and destination. At Zhejiang Yihua Creative Technology Co., Ltd. (YIHUA), we manufacture injection-molded shaped crayons and develop custom products for children's creative brands. Our existing EN71 documentation and common base material formulation help buyers begin a practical compliance discussion before ordering.

1. EN71 vs ASTM F963: Main Differences

EN71 is a family of European toy safety standards used to demonstrate compliance with relevant requirements for toys sold in the EU. ASTM F963 is the US toy safety standard incorporated into mandatory federal requirements for children's toys.

Comparison European Union: EN71 United States: ASTM F963
Main market European Union United States
Regulatory context EU toy safety legislation US federal toy safety requirements and CPSIA
Common concerns Mechanical safety, flammability, migration of certain elements and other applicable hazards Mechanical, chemical and age-related hazards, as applicable to the toy
Common documents Relevant EN71 reports, technical documentation and EU Declaration of Conformity for toys Applicable test reports and a Children's Product Certificate (CPC), where required
Market requirements CE marking for products classified as toys Applicable warnings, labels and tracking information

An EN71 report does not automatically establish US compliance. Likewise, an ASTM F963 report does not replace EU conformity documentation.

Product classification matters. Ordinary crayons and art materials without primary play value can be outside ASTM F963's toy scope. Art-material and other children's-product rules may still apply. A novelty character crayon marketed as a plaything may require a different assessment.

2. Which EN71 Tests Matter for Shaped Crayons?

EN71-1: Mechanical and Physical Properties

For custom shaped crayons, the final shape matters. Animal ears, narrow projections, detachable pieces and other design features can introduce physical hazards that are not addressed by testing the raw material alone. Buyers should assess age suitability, finished dimensions and relevant mechanical requirements.

EN71-2: Flammability

EN71-2 covers flammability requirements for toys. Applicable provisions depend on the product and material; not every toy needs the same test set.

EN71-3: Migration of Certain Elements

EN71-3 addresses migration limits for specified elements from accessible toy materials. It is particularly relevant when buyers ask about colorants and chemical safety. Migration is different from total-element content: testing evaluates release under prescribed conditions. Check the report's sample identification, material, applicable standard edition and results.

3. What Does ASTM F963 Mean for US Buyers?

ASTM F963-23 became the mandatory US toy safety standard for applicable toys manufactured on or after April 20, 2024. Buyers should first determine whether their crayon is a toy, an art material or both, and identify the applicable provisions.

For products within scope, purchasing teams should discuss:

For children's toys intended primarily for ages 12 and under, relevant US requirements generally require third-party testing by a CPSC-accepted laboratory and a CPC.

Remember ASTM D-4236 for Art Materials

The US Labeling of Hazardous Art Materials Act (LHAMA) addresses chronic-hazard evaluation and applicable labeling for consumer art materials. ASTM D-4236 is associated with this framework. It is therefore not enough to ask for “ASTM F963” without discussing whether art-material rules also apply to the finished crayons.

4. What EN71 Documentation Does YIHUA Have?

YIHUA has existing EN71 test documentation for its crayon products, covering relevant EN71-1, EN71-2 and EN71-3 testing. Our standard injection-molded shaped crayons use a common base raw-material formulation across the range.

This consistency is helpful when developing different shapes using the same material system. For example, an existing material report provides useful evidence when a buyer changes a fruit shape to an animal design without changing the base formulation.

We can provide relevant available EN71 reports for buyer review and explain which materials or product specifications were tested.

At the same time, a common material formula and the finished product's physical design are separate questions. New pigments, ingredients, coatings or accessories can affect which chemical reports apply. A new shape can also raise different mechanical-safety considerations.

For 2-in-1 crayons with stamp caps, ink or other components, buyers should consider the complete assembled product, not only the crayon core. This keeps existing documentation useful without assuming that one report covers every possible customization.

5. Compliance Documents to Confirm Before an OEM Order

A useful purchasing checklist includes six items:

  1. Test reports: Product or material identity, report date, test results and edition of the relevant standard.
  2. Product specification: Formula category, color set, dimensions, materials, age group and any extra components.
  3. Market documents: For EU toys, relevant technical files, EU Declaration of Conformity and CE-marking responsibilities; for US products, CPC and applicable supporting reports where required.
  4. Packaging and labeling: Warnings, age information, traceability, destination languages and importer or manufacturer details.
  5. Changes from the tested sample: New colors, special inks, coatings, plastic parts or design details that need assessment.
  6. Additional testing responsibility: Which party arranges tests, pays the cost and approves the final specification before mass production.

These checks can prevent delays when a retailer or importer asks for documents close to shipping.

6. Requirements Differ by Destination Market

European Union

For products classified as toys, review the EU Toy Safety Directive 2009/48/EC, relevant EN71 standards and other applicable legislation. The new Toy Safety Regulation (EU) 2025/2509 entered into force in January 2026, but its main application date is August 1, 2030. Long-term EU product plans should account for the transition.

United States

Confirm the product's classification before deciding which requirements of ASTM F963, CPSIA and art-material regulations apply. The US importer should identify the necessary testing, certificate and labeling obligations for the specific finished product.

United Kingdom and Other Markets

The UK has its own product-safety and conformity framework. Australia, Singapore, South Africa and other markets can have different requirements or retailer-specific expectations. EN71 results are useful supporting evidence, not universal clearance for every market.

7. Discuss Testing Before Customizing Your Crayons

Safety requirements are easier to manage before finalizing the mold, colors and packaging. Tell YIHUA your destination market, intended age group, reference design, quantities, color assortment and requested documentation.

We can then review the existing material formulation, available EN71 reports and proposed product changes, and discuss whether further testing should be arranged. Physical samples remain important for checking drawing quality, shape details and durability before bulk approval.
